Make a Nomination (Referral)

Aves Housing (a registered provider of social housing) currently accepts referrals for Adults. We ONLY accept nominations from local housing authorities exercising their functions under Part 7 of the Housing Act 1996 and the Homelessness Reduction Act 2017. Referrals from other homeless organisations or charities do not qualify under this nomination agreement. 

IMPORTANT PLEASE READ THE PROCEDURES BELOW

  1. The nominating authority must confirm that it currently owes a statutory homelessness duty to the nominee under Part 7 of the Housing Act 1996 (specifying whether this is an interim duty under s.188, relief duty under s.189B, main housing duty under s.193, or other relevant duty). The nominee should be 18+ and where possible have relevant ID, Proof of NINO, and Proof of benefits. This could be the latest UC payment breakdown. If ESA or JSA then we also need the last 2 bank statements. Where documentation is not yet available at point of referral, it must be provided within 7 working days of the nominee moving in.
  2. Check room AVAILABILITY and show your client at aveshousing.org/vacancies
  3. Nominate your client using the NOMINATION FORM ( No self nominations, Aves cannot nominate to itself)
  4. Complete the SELECT A VACANCY FROM THE LIST AND ACCEPT A ROOM
  5. Complete an Audio Recording about 5mins why you have become homeless and why you need accommodation
  6. You will be called by the team to progress the application
  7. Arrange travel for your client to move in
  8. Leave a Google Review so we can obtain more property and house more clients
  9. This nomination agreement operates within the regulatory framework of the Regulator of Social Housing (RSH). By submitting a nomination under this agreement, the nominating local housing authority confirms that: (a) it is a local housing authority as defined under the Housing Act 1996; (b) it owes a current homelessness duty under Part 7 of the Housing Act 1996 to the nominated person; (c) the nomination is made on a temporary basis pending resolution of that homelessness duty; and (d) it has the authority to nominate persons to registered providers for temporary accommodation from its housing waiting list.
  10. Accommodation provided under this nomination agreement is temporary social housing as defined in paragraph 5.11 of the Rent Policy Statement on Rents for Social Housing (January 2026). This is low cost rental accommodation made available to a person who is homeless, where a local housing authority has nominated that person as a tenant on a temporary basis, and that authority owes a duty under Part 7 of the Housing Act 1996. As such, this accommodation falls within the exceptions set out in paragraph 2.2 of the Rent Standard 2026 and the formula rent and rent cap requirements do not apply

  11. Tenancies granted under this nomination agreement will be issued as non-secure licences or assured shorthold tenancies on a temporary basis. The temporary nature of the accommodation will end when the nominating local authority confirms that its homelessness duty has been discharged, at which point the nominee will be expected to move to settled accommodation.

  12. Rents for properties let under this nomination agreement are set at or below the applicable Local Housing Allowance rate for the relevant Broad Rental Market Area. Aves Housing will provide a schedule of current rents upon request.

  13. Either party may terminate this nomination agreement by giving 30 days’ written notice. Termination of the agreement does not affect any existing tenancies or licences already granted under it.”

  14. Both parties agree to process personal data in accordance with the UK General Data Protection Regulation and the Data Protection Act 2018. Personal data provided through the nomination process will only be used for the purposes of assessing and managing the nominee’s housing application and tenancy.

  15. This agreement shall be reviewed annually by both parties to ensure it remains compliant with current legislation and regulatory standards.

  16. Property Tenure Confirmation. Aves Housing confirms that all properties made available under this nomination agreement are held on leases or licences with a term of more than two years and fewer than 30 years, thereby satisfying the condition set out in paragraph 5.11(a)(iii) of the Rent Policy Statement on Rents for Social Housing (January 2026). Aves Housing shall maintain a schedule of properties available under this agreement, including the tenure basis and lease term for each property, and shall make this schedule available to the nominating authority upon request. Where Aves Housing acquires or makes available any additional property under this agreement, it shall confirm in writing to the nominating authority, prior to any nomination being accepted for that property, that the property satisfies the condition in paragraph 5.11(a)(iii). Should the tenure basis of any property change such that the condition in paragraph 5.11(a)(iii) is no longer met, Aves Housing shall notify the nominating authority within 14 days and that property shall be withdrawn from this nomination agreement

Usually, we can move clients in on the same day if before 11am assessment or the next working day
